As a video game character I would say Dom from Gears or Luigi from any game. Dom can't take a shot and Luigi is afraid of a goomba.

I know this is being done a lot but, me playing Silent hill two, I played it when I was twelve, scary and quite disturbing. Still my favourite horror game though.
As for characters in games, I'll say Red in Fallout 3, silly girl runs into a pack of ghouls and decides to crouch on the ground flailing her arms about, run you ninny, ghouls are slow as bricks.
