could you use a quick ball on the first move? quick balls are really powerful on the first move, so next time you see it chuck a quick ball straight away, before you use any moves.

use skills that stop them from running away, i think it's "mean look" that works well. then throw as many balls as you can at em

Either Quick Balls or Fast Balls on the first few turns, Heavy Balls after that. Alternatively, you could use Dusk Balls at night. And then pray.

Use false swipe to get them to 1 hp, put them to sleep then use either fastball or duskball. I catched them with a fastball after about 4-5 tries each.

I gave up chasing Legendary's who flee years ago. The position of a fleeing Legendary is mapped on your Pokedex (or the Pokewatch from D/P/P) and I've found that if you fly to a city the Legendary moves. I set a trap, constantly flying back to a city near grass and walking back to the grass. Inevitably the pokemon will get into your trap and you can sweet scent, spore it's ass with a Parasect. It is unglamorous and sometimes boring (I once was at it for about three hours to get Entei in Crystal) but I've found it to be more effective than simply chasing it. (I raise a Parasect to lv 100 and teach it False Swipe, Spore, Sweet Scent. It is a useful pokemon.)

Buy lots of Ultra Balls and bean it until it gives? I mean, if it's at literally 1 HP and asleep, you can't possibly make it easier to catch. Then it's just luck. Try Heavy, Fast, or Dusk Balls if you like. Failing that, use the Master Ball, since the higher-leveled legendaries are mercifully sedentary.

No, the REAL way is to press and hold 'A' and 'B' as soon as the pokeball opens. Years of intense research and testing don't lie.
