Just about any computer can run Counter Strike, If you have a computer with a PCIe slot in the motherboard you can buy a NVidia 9400 or Radeon 4350 for around 30 bucks and that will run TF2
That's pretty reasonable, from what I know those games are very forgiving.
There is an issue with a certain TF2 file being scanned over and over again by your anti-virus as you play, but you can easily make your anti-virus ignore it. I've heard this helps a lot.
You might also want to use the Can You Run It [http://cyri.systemrequirementslab.com/CYRI/intro.aspx] application whether your computer can run a game or not. Mind you, only globally of course, nothing beats testing for yourself.
