The whole Chuck Norris thing was a joke that came out of the Army. Someone put jokes he heard on a website and posted new ones, which spawned books and other websites. So no one really cares about Chuck Norris its just a running gag, so to speak.

I always assumed it was some sort of attempt at irony.
