City of Heroes/Villains mainly has combat, storyline and character customisation going for it. You make a character that you want, and it will stay the way you want it to look for the rest of the game, while in Warcraft, some times you'll look completely mismatched, and other times you look like everyone else.
The storyline always feels better, even early on you feel like you're making a difference, and the end-game mission arcs have objectives like "save the world!!", which just feels so cool.
Finally, combat in City of... is just so fast paced, it actually feels fun, even when you're just doing the same moves over and over again. I personally have a Mace tanker with invulnerable skin, so I'm not the flashiest fighter, but when my character starts knocking people about while a mate who can control wind stirs up a blizzard indoors and some dude we just picked up who can throw fire starts setting things alight as they fly through the air, it all starts getting pretty cinematic.
World of Warcraft is far, far bigger in terms of scope. The place is huge and varied, with a million and one different enemies to fight, before starting on the other faction. You will always have hundreds of skills, talents and professions to choose from, and internal character development is the name of the game. Sadly, if you want to get into the high-end raid groups, most of the skills and talents are either mandatory or banned, but I chose not to go in with that, and my Demonology Warlock is still great fun to play.
While in Europe at least, the only slightly underpopulated City of... servers mean that the friendly and intelligent player base will make up for it, I understand that some of the U.S. servers are barren wastelands, which leads me to my next point. People will ALWAYS play World of Warcraft. No matter your server or region, you will be able to go online and do something with other players. Stay away from Goldshire unless you're a level 80 Horde raid.
Warcraft also totally beats, hands down, City of... in PvP. If you're part of a decent supergroup, it is possible to organise supergroup battles both in your own customised bases and the battlegrounds (actual battles in the battlegrounds are lagfests, but a LOT of fun...), but in Warcraft, you just have to join a battleground queue and wait. Then PvP will come to you! Downside to easy PvP is the jackasses who follow you around challenging you to a duel until you start swearing at you (at which point they report you), or you accept, find they're twice your level and kill you.
There ya go, three upsides for each. I'd say Warhammer Online would be a decent middle ground between the two, but it has the minor downside of being even more dead than City of...
