I don't think we can judge until we get our grubby paws on the game itself, although the chances are the game will either be one of the two for many people:

it's so strange that the same people tend to use those two arguments.

Meh, I always install my brothers copy, grab a no-cd crack, and play the campain through. I really hope they put more effort into a longer campian, with more replability this time. as so far, most COD campains are far from memerable.
I want them to improve on the matchmaking system and the spawn system, too often do you die, and spawn in line of sight of an enemy soldier, frustrating, and also, too often it picks the wrong host and the game ends sometimes as soon as you get into it.
The single player campaign was good though nothing amazing, it had it's standout missions such as the sniper mission. I'm thinking Modern Warfare 2 will be an improvement, I just don't understand the higher pricing of it, and that the price was announced months ago.

No. Look at the gameplay videos.
While it may have the same engine behind it, that's an idiotic reason to think they're the same.
The game shows alot more new things, like the radar on the gun in the snowy mountain mission shown at E3, plus you can ride snowmobiles, also there was one part where 3 or 4 soldiers escaped from a castle by grabbing onto a rope that was connected to a helicopter and then it exploded.
Anyway, there are going to be more cinematically impressive moments and a few gameplay tweaks (including the aforementioned radar on the gun), and more CoD4 is win.

the cod series died with call of duty 2 in my opinion, cod united offensive was the best, all they had to do was expand on that idea with the multiplayer, but ohhh no they had to shrink all the levels so you trip over everyone as they spawn, and remove vehicles.... unless mw2 has vast open maps that you can actually snipe in, and run some smg noob over in a jeep, then its gonna be the same boring multiplayer as the previous games.

It WILL be the exact same game with better graphics. Why? They don't need to distinguish it. Why not? CoD4 was a generic shooter and it was extremely popular so why even bother doing it to MW2. It's clear that the people that enjoy this game are ok with having just another shooter as long as it has the Modern Warfare title.

Hmm, it's really difficult to judge a game that is yet to be released, but by the look of it, it seems like modern warfare 2 has been updated a fair bit, but I'm really hoping they just improve the online/multiplayer modes.
