Computer extremely slow during startup, something fishy about rundll32.exe?

So just a few days ago my computer started running extremely slow during startup. A ~30second startup before now takes 2 minutes or more. After the system started up it is usually also very slow for about 5 minutes or so.

I have noticed something else on my computer after doing a bit of research on the internet: I have 2 "rundll32.exe" files, one is a Windows/system32 folder, and another in Windows/sysWOW64 folder.

Sources on the internet did say the rundll32.exe in the sysWOW64 folder is a cloaked malware, but it could not be directly deleted because windows OS does not let me delete anything inside the sysWOW64 folder. One other thing is that this "Malware" is not detected as a problem by any antivirus programs. I've tried Avast and Malwarebytes, both of them said the file was perfectly safe.

The other tricky thing is that I look at my task manager processes at startup and there is no trace of rundll32 anywhere, so if my startup items are the same as before why is it significantly slower?

So I'm kind of stumped. Could anyone with the same problem assist me?

I googled Rundll32.exe and apparently if its shown as a page type icon then its most likely infected
