Yeah. That was also the claim for January 2014. When
Black Mesa first launched in 2013. And it was in development for several
years before that.

It is very nice of them to keep to the Half Life 3 development cycle.
To be fair, high quality mods usually take a very long time, particularly total conversions like Black Mesa. Take
Star Wars: Empire at War, for example. One of the most popular and professional mods for it is Thrawn's Revenge, and the team is still working on fine-tuning it over 10 years later.
Hell, 95% of mods never even get past the concept phase, never mind actually releasing it. ModDB and similar sites are littered with the corpses of projects that mysteriously went dark after one or two crude, untextured 3D models. I think most people don't realize how much time and effort goes into making a mod and abandon it when they realize they've bitten off more than they can chew.
