Does Steam give refunds?

How do you mean it "doesn't work"? Have you tried clearing the cache and reinstalling it?

...is this during installation, or when trying to launch the game?

To answer your question though, yes Steam does refunds and generally they're pretty good about it because it's easy for them to tell if you're fibbing and want to get money back from a game you've played through or something. They can afford to be pretty loose about it too 'cause you'll probably spend the refunded money on another Steam product and if not then at least they've maintained good customer relations and can expect buisiness from you in the future.

...and have you tried wiping it and reinstalling? That's usually the first way of troubleshooting a PC game. If that doesn't work, then you can contact Steam/Codemasters for tech support, and if that doesn't work, then you should ask for a refund.
