Not a PS3 owner, but when a game came on on WiiWare only in a certain region, I just changed it. Can't you do the same?

I Downloaded it. What a weird game! I have no idea what's going on, what's the point of this game?! is there an end? is it just my character eating little pac-man-esque white dots?!
