Hmm... not much experience with this. The only problems I've had with Fallout 2 is discoloration.

Try running in compatibility mode for Windows 95 and 8 bit color and see if that does anything.

I had this problem while installing the game the last time.I think I got some Patch, course my startup file is the digitized face of an hairy dude...and that can't be right.
But I did this about half a year ago and sadly can't remember.
The name of the startup file is falloutw.exe.
You could try and google that.Don't know if it helps though.

According to wikipedia, Fallout 1 is supposed to be DOS compatible, so you could try Dos Box.

Sometimes this problem is caused by background windows programs, I would recommend not having things running in the background while playing.

There are also various things that can be fixed by altering/deleting a file called "ddraw.ini" that is found in the Fallout directory. I don't have any details on this I'm afraid, but I would recommend checking out http://www.nma-fallout.com/ and http://www.rpgcodex.com/ since they are likely to have threads with information you could search for in their forums.
