Ok, so I just started Far Cry 3 (NO SPOILERS!! DONT TELL ME ANYTHING!!!)

One problem I'm having is the pirates/slavers/enemies that will either walk around on the road or drive around. There's usually two of them, maybe three, not a big deal. I can kill them.

THEN

ALL of their friends show up. Seriously, talking like 3 other cars show up, each with a min of 2 guys, you do the math. It gets really annoying and can drain my resources (gotta buy more ammo, pick more leaves for meds, etc) really fast. Plus, I'll be trying to do something but then I gotta deal with EVERYONE trying to kill me all of a sudden. And this even happens in zones that I've cleared, where it's not in the red at all.

So am I just doing something wrong or is that just how the game is?

Avoid roads, it makes it a lot easier if you just go cross country either on foot or in a car. The only time I used roads was when I needed to get around a mountain and I couldn't climb it. Plus, cross country is more direct and can be quicker.

Take out the outpost in the area and they "lose control" of that region. Kinda makes for a boring endgame if you take them all out though.

Yeah my general strategy early on was to use as much stealth as possible and only cross roads after a patrol would pass otherwise clear the outposts in each region and then you shouldn't have much issue even on the roads. But ultimately the best way I found was to try to avoid conflict as much as possible. In addition to being fairly practical it made for some seriously tense moments hiding in the bushes waiting for patrols to pass. In terms of dealing with enemies when you have to use a silenced weapon or the bow. Shooting guns is likely to attract any nearby pirates which may account for the problems you are facing.
