I have a PAL version of both Black Ops and Xbox, I live in Viet Nam however, and when i attempted to download the map pack it said it was unavailable in my region. I have since then been trying everything (changing ip, using a different account, ect.) the only thing i haven't tried is downloading it directly from xbox .com. I am hesitant to do this because until now i have not used any points. Has any body else suffered this issue?
