Well, I found this [http://www.nirsoft.net/utils/flash_cookies_view.html] program, but I wouldn't know how well it works.
Also, you can actually find the cookies on the system, they should be in
C:\Users\\AppData\Roaming\Macromedia\Flash Player\#Shared Objects
or
C:\Users\\AppData\Roaming\Macromedia\Flash Player\macromedia.com\support\flashplayer\sys\
on Windows. Maybe some other locations, too. At any rate, you'd be able to google them, or just browse until you find them. Also, there is the Flash Settings Manager that can either be found in the control panel or here [https://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager07.html].
But why don't you just delete the cookies you don't need, rather than all of them? You may as well be browsing in private browsing mode if that's the case.
