Software to make it, or stuff on the server you're putting it on?

Dreamweaver to make and maintain it, definitely the best choice if you're having lots of Flash.

Edit: Why would you make this site? Is it just to learn how to make websites? Because if it's not pick something else...

Edit 2: Jesus Christ those last two sites are terrible, the top ones cluttered but epic compared.

Download the Dreamweaver trial then, there will be a million tutorials if you just google "Dreamweaver tutorial" or "HTML Tutorial". I taught myself a lot of Flash basics from the internet before I invested in books, and after picking up books I'd learnt pretty much all the beginner stuff.

Yeah... I've been to those sites, and I found it a bit confusing to navigate those sites.
Try taking a look at Newgrounds.com for ideas, they have a much better organization method.

Become a newgrounds member. Start a thread asking for advice, they're a pretty friendly bunch... most of them anyway.

Actually, I think www.110mb.com is a good place for it. You get a free domain, and I use that, and that second guys uses it, so... yeah. :/

Dreamweaver is good for web design, but it's also pretty expensive, I believe. I did a GCSE in ICT and got an A, and part of the coursework involved designing a website. I managed an A by doing that entire task on Microsoft Publisher, which is much cheaper and easier to use than Dreamweaver. Just saying.

Anyway, make sure that your layout is easy to understand and use. Bad design and user interface is the scourge of websites, and if I don't like the design of the homepage particularly then I just leave the site straight away. Whatever you do and whatever software you use, good luck and I hope your site ends up a success :D.
