Just set time it so that tapping it does 1 word, holding it until the second word is said (I.E. holding it until you hear the start of "Ro" and releasing) gives you 2 words, holding it until the shout takes effect gives you 3 words. You're able to add words to a shout by holding it down, so basically what happens is that the first word gets drawn out as you "charge" the rest of it, then the end is delivered at normal speed.
It'd be nice to have them all delivered at normal speed, but that would remove the player's ability to use 1-2 word shouts unless they have preternatural reflexes and finger speed.
