Are you interpreting 'games as art' as an established physicality or something? Because it's just an idea of sorts, that games are as much art as films or paintings.

It sounds like you think it's an organization, but no. As others have said, it's just a belief. A matter of opinion.

Some people say that games aren't "art" (most notably Roger Ebert, or whatever his name is) so if you hear it referred to, it's likely in regards to such a debate. However, the general consensus is that it's subjective.
