Well I can't speak for GBA but I can suggest a few for PS1.

Get the elephant in the room out of the way and say FF7, but in my opinion theres better ones.

A few of my favorites from ps1 era are:
-Chrono Cross: Sequel to Chrono Trigger on the SNES, but still playable even without playing Trigger because most of it that relates to the 1st game are small references. Also has an amazing soundtrack, amazing story, and a multitude of characters (most are pointless though). I highly recommend.

-Wild Arms: This game is awesome.

-Wild Arms 2: Refer to Wild Arms.

-Legend of Dragoon: This game was my childhood. It has some pretty stereotypical jRPG elements (bad guy with silver hair, spikey haired main character, each character represents different element, etc.), but even with those things it is still an amazing game.

-Lunar Silver Star Story: To be honest I don't remember much from the game, but I remember liking it a lot.

-Final Fantasy 8: Not anywhere near my favorite of the series and I absolutely hated the draw system, but the characters and story are cool so it may appeal to you.

-Breath of Fire 3: Again, I don't remember it much other than liking it. Plus you start off playing as a dragon.

-Xenogears: Never played it but have heard good things.

Well thats all I can think of from PS1, sorry I'm no help on the GBA though.

For PS1, Grandia is awesome. For GBA, the Golden Sun games are quite good.

Grandia and Legend of Dragoon were the defining RPGs of my late childhood. I highly recommend these.

For GBA there's the already been mentioned Golden Sun and Golden Sun: The Lost Age, both of which sit proudly as my 2nd and 3rd favorite games (respectively).

For the PS1 there's Final Fantasy VIII, but it seems that you either enjoy it or you absolutely hate it from what I've seen.

Final Fantasy Tactics. The 5 character limit restricts it quite a bit as an SRPG and the Calculator/Mime class are just so broken(not saying anything about Cid), but I'll be damned if I didn't have a lot of fun with it.

ps1:
Wild arms 1 or 2, (Id say 2 over 1 though, you don't have to play 1 to understand 2) both are good though whichever you choose.

Gba:
Goldensun 1 and 2, although this time you should really play the first before you play the second. You'll miss out a chunk of the story if you start at number 2

I'd recommend Summon Knight Swordcraft Story 1 and 2. You'll get a lot of great laughs at the dialogue. Atlus really did a great job on its localization.

Can't really say anything for the PS1 that hasn't been said so I'll go with Sword of Mana and any of the Megaman Battle Network games. Sword of Mana is just amazing and while the Megaman Battle Network tend to have stories ranging from neutral to bad they are incredibly fun. Also the Boktai games but you would have to go outside to use them due to the game having a solar sensor mechanic to use the real life sun for gameplay. Then there is the castlevania games but aria of sorrow is the best by far of all 3 of those.

Oh I forgot to mention, both games are for the GBA.

For the GBA, I'm gonna recommend an old favorite of mine and advise you to hunt down the Phantasy Star Collection. While it's a shame that the fourth game didn't get included, the first three are still great games.
