It comes down to the publishers and what games they are willing to sell with no DRM. That tends to be games that are 10+ years old that aren't likely to see any sort of remaster for the current gen consoles that would generate a lot of buzz around the game. Basically, publishers will only throw stuff on GOG that has run its course and isn't likely to pick up any significant sales, so it doesn't really matter anymore if there is a DRM free version out in the wild that's really easy to pirate.
So far the only AAA publisher that has put anything reasonably new on GOG is Deep Silver, an even then most of those titles have been out for at least a couple of years before getting a GOG release, the big exceptions being the remasters for the Darksiders and Metro series which I don't think had particularly long delays.
I'd say Bethesda still values their games from 2006 or newer enough that they don't want a DRM free release, especially with Skyrim getting a recent remaster. Probably the same deal with 2K and the recent Civilization entries, but it is odd that the first game is missing, unless that title is sitting in some sort of weird legal limbo that means 2K needs someone else's permission to allow it on GOG.
