Do not use Fraps. It has horrible lag issues regardless of CPU power.
For Windows, the best screen recorder is Camtasia Recorder, available only in Camtasia Studio, a bundle of programs that are all useless except for Recorder. For Macintosh, I don't know about best, but I've been using ScreenFlick and haven't had any major issues with it. For Linux, you're on your own; I don't use any form of Linux.
As far as consoles go, I'm as lost as you are.

Indeed, FRAPS is a decent choice. It works well, it's incredibly easy to use, and it's not incredibly expensive.

(Not that people haven't made freeware hacks already) DISCLAIMER: DON'T PIRATE THINGS

Fraps is good for the computer but it does lag alot. For a console try a dazzle capture card.

Fraps is pretty decent but you need a big hard drive because the uncompressed clips take up a lot of space.

Also you'll need a video editor.

Personally I use Camtasia when possible because it's finally gotten decent enough to work better than Fraps.

Camtasia like 300 bucks. Doing the trial. I have 3 monitors step up right now and when I recored and play the clip it's just a black screen.
