When I finally stopped laughing I watched it again and noticed that the star of the clip was awfully similar to ENN's Graham Stark, just wanted to see what everyone else thought!

Yeah, it is Graham. They did it as part of a series of videos they do called commodore hustle. They made a bunch of videos in the viral video format to see if they would go viral. They succeeded.
