Graphics Card Advice

I'm looking to upgrade from my Nvidia Geforce 9500 GT card to something affordable but high-end. My processor is an Intel Core 2 Quad Q8200.

I've been having framerate issues with games lately (Hydrophobia being unplayable pushed me over the edge) and I think it's time to get something new. Any recommendations are helpful.
