Well, since it likely won't be released until this time next year at the absolute earliest, I'd say no. Probably not.
It's Rockstar, I am confident enough that they will release a great game easily score and average of 8+, they have also left the silly world of San Andreas for more serious narrative, it would also be fairly pointless, as they have their niche covered by them, and themselves alone, while in the silly room Saints Row has it full covered.

Considering all of the releases will be in the bargain bins by the time it comes out, yes.
As for the game itself it looks like it'll be excellent but I'll reserve my judgement for the released product. I mistakenly got excited about Stronghold 3 and that didn't turn out well.
