Let's just get right down to it.

I'm trying to register for a Battle.Net account so I can play WoW. But, when I try it claims that I already have an account.

I thought that maybe I registered a while ago and forgot so I tried to recover my password but it claimed that my email and name weren't registered together!

Did someone steal my email to make their own account, and how do I fix this?

I can't ask Battle.Net, you need to be logged in to send support questions.

Your best bet would be to call into their phone support. They should be able to help figure out what the situation with your account/e-mail is, and help you get it sorted out. From personal experience of getting an account recovered, their phone support is top notch, and significantly more reliable than getting help via internet message anyway.

Of all the many legitimate complaints people can leverage against Blizzard these days, and there are many complaints to be had, their customer support is not really one of them. Get in touch with customer support and they should be able to help you out with that asap, if nothing else Blizzard are extremely good at helping people play their games.
