That sort of thing was official doctrine (as much as US police have that) for a while, old training films are rather "surround and isolate the place where the shooter is, slowly prepare", based on the idea of a hostage taker with demands not looking to just kill people. Took people a long time to change that way of thinking.

I'm not understanding your point. Thankfully people are ok. If the hoax was swatting or misinformation, people still have been harmed and/or killed by such an action.
Also, there's a poster here who took the worst mass shooting in Canada's history and made light of it to make a political jab. Those people died, let's use it as a gotcha. That sits well with others?
