How will Article 13 affect Youtube and social media in general?

Recently a video was brought to my attention.

The jist is that a new proposed EU legislation contains a section about fair use and safe habor in such vague and poorly defined way that basically gives to the copyright holders the legal means to shutdown Youtube and other content provider websites in their current form, and empowers copyright trolls to ridiculous levels (not only in Youtube, but in other social media as Tweeter, Facebook, Giphy, etc).

The argument of why does this affect people beyond the EU (including UK and America) is that the websites will need to create strict creators screening and strict content screening before allowing creators to upload. It doesn't matter if they are EU creators or not, as EU creators may circuvent the region restrictions (like using VPNs) and the websites would be the ones in legal Hell.

So, how much of this is worth of worrying? How much of this is mere fearmongering? Would this be worth it for a World without memes?

I thought this was cancelled. Both docs are from Sept or Oct and I thought they voted against it in Nov.

The video is from Nov 24th and was shared to me today. Also after some digging, I confirmed that it still is going forward, and the final voting is in January.

This just feels like another law where it's going to be passed just to appease some people, but it will not be enforced because it is basically impossible.

If someone has a chance to get money by using it, you can bet they will. The music industry is infamous for attempting to enforce the impossible and causing lots of damage as result.

Maybe but if Google,facebook, microsoft and twitter cannot implement a system that meets the criteria then it will be impossible for the EU to take on all the internet giants. Even if they did, it won't reflect well on them especially with the Brexit fiasco which has already drawn a lot of criticism to the EU in terms of the democratic and legal processes.

Then again, I would have to endure listening to Paul Mccartney like he was some fucking beggar.
