Recently a video was brought to my attention.

The jist is that a new proposed EU legislation contains a section about fair use and safe habor in such vague and poorly defined way that basically gives to the copyright holders the legal means to shutdown Youtube and other content provider websites in their current form, and empowers copyright trolls to ridiculous levels (not only in Youtube, but in other social media as Tweeter, Facebook, Giphy, etc).

The argument of why does this affect people beyond the EU (including UK and America) is that the websites will need to create strict creators screening and strict content screening before allowing creators to upload. It doesn't matter if they are EU creators or not, as EU creators may circuvent the region restrictions (like using VPNs) and the websites would be the ones in legal Hell.

So, how much of this is worth of worrying? How much of this is mere fearmongering? Would this be worth it for a World without memes?
