I never got the phrase 'I just can't understand how...' in reaction to a negative action, such as 'I just can't understand how someone could do that to someone else'. I always assumed the same reason; some men just want to watch the world burn.

They want WHY, trying to get into the mind and the motivation of the person that did the thing. Of course, the answer is that such a person is shit, or dumb, or crazy, or whatever. But that's not a proper explanation. That's stating a fact and waving your hands in the air trying to make it an explanation. We know some people are fucked up, in your example, it's implied by their existence.
