I never got the phrase 'I just can't understand how...' in reaction to a negative action, such as 'I just can't understand how someone could do that to someone else'. I always assumed the same reason; some men just want to watch the world burn.

But that's not a proper explanation. That's stating a fact and waving your hands in the air trying to make it an explanation. We know some people are fucked up, in your example, it's implied by their existence. Or a more neutral rephrasing if one says "I don't understand why some apples are red", then "Some apples are red" is not an explanation but restatement.Froggy Slayer said:
