I pre-ordered season 1 of UR and it never came. What can I do about this?/Anyone else not get it?

I need help, I've emailed him loads but he just ignores me is there anything i can do to get a refund or anything cause he's basically robbed me 39.99???? Unless it got lost in shipping but then it's got a 10 shipping charge it must have insurance or something.
