Since they actually have a video game of Avatar: the Last Airbender, I would choose King Boomi to be leader of my country!!

Smart, cunning, devious as hell, but also a brilliant leader and good to his people. Plus he's goofy as hell and likes to have fun, and he can kick ass if he needs to, to defend his people.

I see nothing wrong with this setup at all.

I'd pick Histoire from Hyperdimension Neptunia. She's got her shit together and is a good bureaucrat.

He's still a better choice for President than the ones we have. Also, he seems like a good dad.

I'd go with Sigismund Dijkstra from Witcher 3. I never picked him in game, since it meant sacrificing good friends, but he definitely comes across as someone who knows how to get things done, and he seems far more interested in "Playing the political game" than he is in actually profiting from it, so he would likely be resistant to corruption.

I'm not keen on his idea of hangings and assassinations, but he seems like the sort who would observe the political climate and adjust his policies accordingly, rather than being held back by Redania's archaic justice system.
