It's gonna have to be the obvious, Govan, Lane, Rudess, Davis.
But also, Swedish fella called Schackinger, a-freakin-mazing. Highly, recommended.

There is no answer to this question, not really.

What makes a talented musician? How do you define that? Can it even be defined?

Mozart wrote full violin concertos at the age of 9, no one on this thread has mentioned him, his music is known and remembered today (even if you don't realise it) Pachabel wrote a song three hundred years ago which has the basis chords for over 60 modern pop songs, if you want something a little more gauche. (props to the guy who mentioned Bach though)

With the entire history of music open to you, you can't claim that a death-metal drummer is the greatest musician of all time, no matter how good he is. How about the first homo sapien to stretch animal hide over a rib cage and start bashing it while tunelessly humming? Without him we might not ever have had music, so in that case he (or she) is the greatest musician ever.

Jascha Heifetz - most amazing violinist to ever live, and arguably the most skilled musician to ever walk the planet

Franz Lizst - this guy could bring his entire audience to tears, and his audience was made up of a lot of women. Go figure.

Joshua Bell - raw emotion, incredible power. Plays some damn beautiful (if more obscure) pieces on his violin.

Also, I really like the works of Jesper Kyd. He's not talented - just really, really good.

Pfeh, easy. Michael Angelo Batio. He is hands down the most technically skilled guitarist in the history of... ever.

Also:

Vocals: Matthew Bellamy of Muse
Bass: Cliff Burton of Metallica
Keyboard: Janne Wirman of Children of Bodom
Piano: Evgeny Kissin
Drums: Joey Jordison of Slipknot
Violin: Anne-Sophie von Mutter

Best songwriters however, is all subjective. In my opinion, the best songwriters ever are In Flames, and guitarist Steve Vai.

I think Dr. Steel and Tom Waits don't get enough credit and fame.

You guy know Tom Waits sued a company for using a Tom Waits look a like when they couldn't get Waits himself. He won and then gave all the winnings to charities.

Chap from Muse (I'm rubbish with names)

Also, the goddamn Bach-man
Matt Bellamy? The MUSE guitarist is pretty good and even better live.
Matt is both singer and guitarist, and occasionally keyboardist.

Bassists: Flea (RHCP), Chris Wolstenholme(Muse), Geddy Lee (Rush), Jaco Pastorius (The Weather Report, or solo), Victor Wooten (Bela Fleck and the Fleckstones)

Non-Bassists: Matt Bellamy (Muse), and George Harrison (solo), Jake Shimabukuro (solo, he is a ukulele GOD)

Also, Mozart, for writing full compostions as a five year old (Watch the movie "Amadeus")
and Bach, because you know you are good when an entire period of music is started when you are born and ends when you die. (Baroque Period)

Ryan Martinie is the best bass player I've ever seen.
Now, this isn't actually him playing but he wrote the music. This one actually is him, and he's a hell of a performer.

Who do you think is the most talented musician you listen to or listened to at one point in time?
For me, Serj Tankian. System of a Down is hands-down my favorite musical group, but their singer/ songwriter is incredible. Not only did he write many of SOAD's songs, but he plays many instruments himself, and has been a part of several different music groups. He has also produced a solo album, and his second one is due for september of this year. There are many other reasons I chose this Armenian musician, but it would take a long time to type them all. . .
Not to burst your bubble or nothing, but Daron wrote most of the tunes. Particularly on Mez/Hyp.
(that said, Serj wrote Shimmy, and Question!, two of my favourite SOAD songs. And his solo work backed by an orchestra must be nothing short of epic)
I do agree though, his instrumental range proves he is a very good musician.
