Do you find it wrong to download a game from the internet if you already own the game but have a problem such as, your disc drive is broken or the disc is broken?

I don't, no, but the law, well, that's another story I'm not 100% sure on. I suppose it counts as a back-up copy so long as your using your original serial number...

Not at all.
I had COD 1 UO and Age of Mythology, but the discs got fucked so I downloaded them.

No. The law doesn't agree with me it seems, but I don't view it as wrong. Even when I own a functional cartridge and a functional console for an old-old-old school game, it's illegal for me to download a ROM to emulate it, but not illegal for me to rip it from the cartridge itself.

A sad state of affairs, but hopefully the law will catch up with reality one day.

No, you already purchased it once.
It's not like groceries where you need to refresh your amount. Games are meant to be bought once for individual or multiple users.

It's illegal but the law doesn't determine right and wrong. It's just another case of the law not being able to catch up with technology. Like people spending time in jail or facing CP charges for having an old girlfriend's nude from when they were both 16 and dating each other, but now he's 18. Sure, noone was harmed to get it, but it's still technically child pornography.

Just like your pirating doesn't harm anybody physically. And even the potential money lost is such a negligible amount it doesn't cause enough harm worth paying attention to when using common sense. In addition to the fact that your harm would be merely economic even if it was seen as worthy of attention; While a CP case would involve physical harm or forcing someone against their will to participate if it was worth prosecuting.

Is it legal? Nope. ROMs aren't legal in any case whatsoever thanks to those pesky "anti-piracy laws."
