Is there any way to get in direct contact with Steam Support without going through bullshit tickets?

Basically, I've been having a significant issue with Steam for over a month now, that has yet to be resolved, and yet noone at Valve seems to want to help me at all. My ticket in Steam Support has now sat unanswered, despite multiple pleas, and I don't know what to do about it. I shall copy paste my ticket below, and if anyone has any help, please don't hesitate to tell me so. Thanks.

As of today, any time I try to download any game through the Steam client, it will repeatedly pause and schedule the download, downloading the game in bitesized chunks as you can see here

https://gyazo.com/7de84530059a14f3eb7fd9f4cac6fdd6

When I attempted to force the download into stopping this by hitting the play button and bringing up the 'launch when the download has finished' menu, I am then after a short while greeted with one of these error messages, as seen below

I have, in an attempt to fix this issue under my own steam;

-Rebooted Steam
-Rebooted my computer
-Flushed the config files and then rebooted my computer
-Reinstalled Steam

All to no avail. Up until today I've had no issue even remotely like this. To save time going back and forth, I have checked my internet connection, and it is fine. Evidence below.

Also, my housemate, also an avid PC gamer and Steam user reports no such issue. I also have over 100GB of HDD space in the hard drive I am attempting to download it onto. I have also tried multiple hard drives, as there are multiple in my machine.

I have no clue what could be causing this, as I have tried everything on the forums such as changing the server I'm downloading from, and trying to restrict scheduling, to absolutely no avail.

Your help would be much appreciated.

Thank you,

Right click on warhammer vermintide -> properties -> local files -> verify the integrity of the game cache. If that doesn't work right click, delete local content and redownload. None of the things you have done will fix corrupted files
