What is the name of the game that has those red tanks shown when bob mentions the army?

Ive been looking for that game for some time, any help would be welcome.

(I think its made by a japanese developer?)

I don't recognise the game, but I do however recognise the style of sprite.

Yeah, the sprite is similar but the game i am looking for is a fantasy-like turn based rts.
