...that was being developed (in Canada, I think) where the developers were using drones to recreate a Canadian city in-game with extreme accuracy. I'm not sure, but I think it had something to do with a plague. Truthfully, I think it was basically The Division, but made by a separate game developer.

The best I can find by googling "Canadian developer drone strikes scans" is ReROLL, an RPG game deveolped by Pixyul headed by two ex-Ubisoft devs.

The most recent articles are in french, so I guess the game is still being developed. They're using drones to map the world for their game, not just a Canadian city, so I'm not sure if this is what you're looking for.
