Think about it. What is the state of the universe when Mass Effect 3 ends? Earth is a war-torn wasteland. The sole means of long-range conveyance has been destroyed, leaving countless human colonies without support and ready to descend into barbarism. Mankind has been ravaged by thinking machines. This is how the Age of Strife freaking starts.

So, which ME character was really the Emperor in disguise?

Duh, Commander Shepard. He was also Adolf Hitler, Jesus and Julius Caesar at the same time. He's either a benevolent leader or a tyrannical dictator, but he does it all in the name of humanity.

But he wasn't Genghis Khan, that guy became a bloodthirster called Doomrider.
