Here is the note I just submitted to Steam asking for a refund:
==============================================
Hello,

Having experienced the DRM issues with Max Payne 3 - "rockstar social club failed to initialize;" I am sufficiently irked that I'd like a refund on the game. I contacted Take Two support and they informed me that as I purchased the game through steam I should contact you.

I'd be happy to answer any questions, but I feel that any effort on my part to FIND a solution defeats the purpose of purchasing the game through Steam - an all round excellent service. Rockstar didn't need any additional DRM, and I'm very committed to making sure that my money is returned, in the hopes that this raises awareness amongst publishers.
=============================================

I'd like to encourage everyone who feels as strongly as I do, to consider doing the same. I get the need to protect IP, but having purchased the game through STEAM should have been sufficient.

Yeah, good luck with that buddy.
Read the TOS, pretty sure you're not gonna get a refund.

My question to you is, did you try to figure out why the "Rockstar social club" failed to initialize or did you get that then just decide "well I deserve a refund"

How about goggling the problem to see if their is a quick fix.

You not getting a refund, no matter how much you stamp you're feet at Valve.

Just make sure you dont have your firewall or something blocking the connection, can be something that simple when a game requires an internet connection to function properly.

I had the same problem. Went into:

C:\Program Files (x86)\Steam\steamapps\common\max payne 3\MP3_Installers

Then use "Social Club v1.0.9.7 Setup"

Let it run and do its thing. That fixed it for me.

If you ask me, having to find your own fixes to problems is all part of PC gaming. Honestly, I'd just accept that you may have to find your own fixes and give it a Google in the hope that there is a swift and easy remedy. I mean, when I bought Fallout 3 through Steam, I had no idea that it really doesn't like Windows 7 and so won't run, but I don't see the point in grumbling. In part, it's my fault for not researching it properly - Steam do not guarantee that any product purchased through the service will work; the onus is on you, the consumer, to make sure it does.

If you're committed to this, then all I can say is good luck, buddy. From what I've heard, Valve are notoriously attached to their money and getting a refund from them marks you out as one of the Chosen Few.

And here's the point they'll stop reading and laugh the claim into their trash cans.
