Theoretically possible, but there would be no interest in doing so (except maybe in a couple of high profile cases - people uploading hundreds of copyrighted works, etc.) It's not in the public interest to do so, it's not in the US government's interest to do so (the costs of imprisoning and prosecuting potentially millions of people cost would, afterall, pretty much bankrupt the US) and not even in the interests of the people who own the copyright (people in jail don't go to the cinema, buy DVDs, etc. The number of people involved in this sort of thing , if all were prosecuted and jailed, would be catastrophic).
Add on to that poor research, some arguments that don't hold up to scrutiny, and the occasional borderline deranged rambling, it's not something I would get ones knicker's in a twist about.
