Exactely what it says on the tin, but not "What made you cry in gaming" this is a what made you sad in a game a moment when after you review it you feel horrible and is not part of the game intentionally.
So no, "I felt sad when X character died in this cut scene" you can do that but make it a little bit more than that or explaining something that makes it just more sad.

Here is mine : Playing CK2 : AGOT Mod, I decided to go back a year from Robb's rebellion (Robert Barantheon is still on the throne, and Joffery, Mrycella, and Tommen are all still Barantheon) I averted various things, and Cercei died and Robert lived a long life...then at the age og 64, he became infirm (basically early dementia) a few years later, he became incapable (Late dementia he barely was there anymore), Stannis and Renly died, Stannis died of stress while Renly died in a horrible accident. Robert didnt notice a thing. Worse yet, Eddard Stark died with the same thing Robert had at the time. Robert at the ripe age of 71, with no family, no friends, and no way of remembering any of them was incredibly sad for me.

Recent abortive playthrough of XCOM:EU (classic "ironman").

I had this one high ranking support soldier. Tough sod. She couldn't hit the broad side of a barn, but took hits like a champ. She ended up being a sole surviver seven times. Several of the casualties were bleed-outs that happened while she was trying to get close enough to revive them. At one point I had a wounded soldier (2hp remaing) hiding behind a car while she came running with a medkit. When she was one move away another solider panicked and shot the wounded guy. Another time I had her kill a friendly wounded soldier with a grenade in order to kill the three chrysalids that were standing around him. Lastly, she'd had to kill two mind-controlled soldiers.

In short, she would have been one fucked up individual.

And then I lost the game anyway.

I went through the start of Far Cry 3 again awhile ago, Dennis admits the only woman for him is Citra within the first hour of the game in passing conversation.

Oh... Sorry man.

Sorry I sort of made you stab her in the gut during the magical friendship ending... It was an accident but still...

Also playing Spot the Contradiction on Hisao's entire dialogue in Hanako's Route in Katawa Shoujo is both sad and hilarious.

"I wish she would let me understand her better..."

*She tries to open up about her past*

"NO! I don't want you to talk about your scars! I don't want to hurt your fragile feelings!"

Has to be the magician arcana battle in Persona 3. That was Pharos/Ryoji in their Thanatos form busting out to protect you in the very beginning. I know it was all part of the plan, keeping you alive so you can help recombine the death arcana, but Ryoji/Pharos was innocent. He had no memories and only new that you'd probably not fare very well in an arcana battle on a freshly summoned persona at level 1. That, combined with him begging you to kill him at New Years, brings a tear to my eye when I think about it. Moreso, considering the female route on p3p.

I played Dragon Age II and saw the credits. It made me sad in hindsight that I wasted my time on such a botched game.

OT: I don't know maybe the thought of just how terrible Yorda's life must have been before ICO showed up in ICO.

The first cutscene with Angela in Silent Hill 2 as you enter the cemetery. She literally warns both James and herself to not go into town. She outright says that something's wrong with the town, and well what happens to James varies... Angela...

Sorry for ignoring your plea Angela. The town makes her suicidal as she can't find her relatives, and she has to confront her father who sexually violated her, and it's revealed that her mum didn't care. You then enter "her" Silent Hill which has a hell of a lot of fire everywhere, and when you refuse to give her a knife, she walks up a staircase just into the fire.
