Well Toad is a twat I think we all agree to that, but when it comes to annoyance I can think of no other but the weak enemies in Oblivion and Fallout 3. I mean they are completely retarded and SOOOOO ANNOYING! Picture this: I am a level 20 character armed like a small tank or a walking nuclear armory and while walking through the world and enjoying the scenery some thick little asswipe runs up to me and tries to chew my shiny metal ass off. I am so bugged by this! Then I take out my MIRV, because I am really pissed and epically blow them to Narnia before they can say "Uncle Sam"!

You really want obscure, try Siggi Sorglos (from Airline Tycoon, one of the most intransigent opponents in business game history) or Habakuk Beneke (the dread pirate from Patrician 3 who just LOVES to park his cog in the Skagerrack and keep you from running wine from Köln.)
