Hey,
I am planning on buying a new PC after chrismas. I have a budget of 450 euros.
It needs to have an 1024 MB graphics card and a quad core processor.
I'm thinking on buying this one:

AMD ATHLON II QUAD CORE X4 640 4 x 3.0Ghz, 500GB Seagate hard drive, 4GB DDR3 memory, NVIDIA GEFORCE GTS250 1024 MB graphical card, LG 22x multi DVD burner, Asus motherboard and 500 watt 12cm fan.

* AMD AthlonII X4 quad core 640 4x3.0GHz AM3 2MB Cache 95 watt.

* ASUS M4N68T nF630a AM3 ATX DDR3 MOtherboard

Sounds fine. Can probably stand to lose the WI-Fi card and sound card though, they are more optional type stuff (can always pick them up later). Also might want to throw some more cooling in there. A bunch of extra fans can't hurt. Also make sure you have a slightly beefy power supply to run all that stuff properly.

I'd say lose the burner and WiFi, you don't need that sh*t, and spend a little more on the graphics card.
If I remember correctly the GTS250 will get you screwed, so I highly recommend you go with the 450 or higher, as long as it is within price range.

Is this one better then. It has another graphics card, and the DVD burner is free.

Is this going to be a gaming PC? Because the Radeon 5450 isn't really intended for gaming.

It will be used for photoshop mainly. While I want to play some games, I don't care about the graphics in game. I just put the game reulution low that the game runs smooth.

The only real problem I have with that setup is the 250.

the 250 isnt direct x10+ compatible which will becoming rather gimping in the near future, not to mention that GTS's were never really intended for gaming if thats what your getting it for. Go for a 460 if you can afford it. Gigabyte are doing some fairly epic overclocked and super overclocked cards for reasonable prices.

Most Asus motherboards come with a more than adequate sound card these days unless your planning on doing some serious mixing. Id drop that. Similar story with the wireless card. These is little reason to spend more than 20 or 30 quid on one. Most cards will run 54mbps on the required band without any real financial input, and unless your in a major city you'll struggle to get more than 20mbps broadband anyway.
