please help track down sega game

So long story short, a close friend passed away recently and i'm trying to locate an old sega game to put in his casket. we used to take turns playing as young kids but unfortunately the cover was ripped off and I never knew the name.

I just remember it was a side scrolling game with a green character. One of the levels had him riding on a skateboard in city streets. Cars were parked along the streets. I THINK he had a green fin on the top of his head as well (Think Savage Dragon type) please help me, my heart can't rest until I find a lead. Thank you and sorry if this is the wrong place. I dont think it was kid chameleon, cause from what I remember he started green.
