Well you're not including a lot of companies there so I'm assuming you mean console makers and you said "ever" but you didn't include every console maker ever so you should expect some... interesting responses. I vote for Nintendo, but I grew up with the NES and SNES.

Anyway, Nintendo, Playstation and Microsoft don't produce a lot of games. In fact, I think the only game Microsoft actually produces is Flight Simulator.
Consoles are games are two different things. Did you not ever notice that when you start a game it names other companies, like Firaxis, 2K, Eidos, Ubisoft, EA, etc?

I hate to break it to you, but technically, none of those are actually game companies.
They make hardware, and delegate even 'internal' software to second parties. (Companies which, for the average consumer, are part of the parent company.)
As such, I would have to say Blizzard, Valve or Ubisoft. (For 3rd parties)
And HAL (Makers of Super Smash Bros., Kirby Air Ride, etc.) for 2nd party.
