Why isn't Tommy Vercetti up there? He's basically the best character out of the grand theft auto series, he's not a winer (CJ) nor a mute (GTAIII) and he's a proper killer!

Freeman. Anyone who has limited combat training but survives basically the end days with a crowbar in hand win hands down in my book. Plus he's got a bright orange suit that just screams "shoot at me" but doesn't seem to care to change it.
