I'm looking for an old cartoon, deeply entrenched in my childhood. It's a show about a team of crime fighting dogs that live in a giant fire hydrant. I don't remember much else, other than one of the dogs had to be in a straight jacket at all times because he was crazy as balls.

I think I watched that cartoon. I remember one scene that the Russian dog said "April day" instead of "mayday" when their plane was crashing.

Weird. I remember the cartoon, but I don't ever remember watching it. Yet that scene you described I remember perfectly. Cheesy humor.
