Even though I have never played a Silent Hill game, I'm going to say Pyramid Head.

From what I have heard about Silent Hill, Pyramid Head always shows up for no reason whatsoever other than pleasing the fans. When you keep reintroducing a character just to please fans, rather than to make them a integral part of the actual story, your fucking up your own game.

Also T Virus ain't a villain...it's a VIRUS! It's not like it's going around everywhere in a top hat, monocule and black cape infecting people...

Most those villians aren't evil, just either misunderstood or unknowingly bad.

I voted pyramid head. Still not evil, but definitely the most morbidly fanatical.

Bowser and maybe Ganon are almost comic evil, and I don't think a virus can be "evil." I never really saw Ridley as evil, just a villain. I'm going with Pyramid Head.
