As the question above asks. Purely hypothetical here, I am not in any way collecting data for shady organisations under the sea. Seriously. This is important that you are truthful, open, honest, welcoming and very very clever. And don't laugh or check the person next to you for answers.
If you do not find the provided answers suitable, please detail in detail below as to why, how many, followed by your names, numbers, deepest fears, addresses, pin numbers and partner's favourite hangout spots.
So...
How many manatees could a magic man make if a magic man could make manatees?

I have written this question 3 times now and all I can see are M's everywhere...so I hope you can appreciate the commitment required to ask the important questions here that keep us all awake at night.

How strictly are we to interpret magic "man"? Does this include women? What about adolescents?

A magic man that makes manatees can be much younger man making manatees such as a miniscule man or premature man or a mother matriarch capable of making magic manatees.

Hmmm...well, given the wording, at least one. Maybe more, but one at a bare minimum.

Do we know the motives of the magic man? Can't think of too many reasons why a magic man would make manatees...if they are trying to conquer the world with a manatee army, that implies they could make quite a few.

The only other reason I can think of...manatees might have inspired the mermaid myth, but we are going to end up with a Para thread if we go down that route.

"many"

I have to expand on the answer because moderators here don't like when someone answer a question with a concise answer...

Motives for the making of magic manatees by mere men may remain mysterious, however don't mistake the merry mirth of meritorious design for malignant mutations of a moody mind. Most assume a model mermaid as they mull a post-marriage mate. But no amount of musty money will materialise that fate. No malicious might implied, no macho madness trait. For the murderous mob manatee is a myth made out of hate.

Adam Sandler has made more than 0 Adam Sandler movies, so I'm not sure about that.

We have a much bigger problem on our flippers than magic men making manatees. Much. Much. Bigger.

However many manatees you think there could possibly be, it matters no more. All the manatees in the world couldn't prepare us for this monstrosity.

I'm not sure what you are insinuating about my mother, but I assure you that was years ago in a completely different pool of warm, shallow water.
