Yes. And the characters played with stereotypes and cliches by turning them on their head, while P3 had more archetypical characters (not to say that they're bad, you do grow fond of them over time, but P3's less playful about its cast).
The calm and quiet girl is aspected to Fire and her inner personality is much more passionate and just plain
hot than her outward appearance and demeanor would suggest. The energetic athletic girl is Ice-elemental and she's actually more quietly doubtful than she lets on. The big tough guy is in the closet and gets outed in a hilarious way. The best friend character is a likable "social outsider." The cool and collected boy is, in fact, a girl. (Who is later revealed to have the most impressive measurements of the entire cast, to the other girls' amusement.) A joke sequence involving cross-dressing has the personification of the teddy-bear-shaped magical character be stunning and confusing for all involved.
In tone, P3 does get a lot more hot-blooded and pumped near the endgame (which is never a bad thing, you're saving the world and the narrative momentum can live or die based on how much it can get the player emotionally involved in it), while P4's endgame invokes a quiet nostalgia--or it does for anyone who's had to leave friends behind when moving away.
All in all, I think P4 left the stronger impression on me.
