The Na'vi (James Camerons Avatar)-
Featured in James Camerons Avatar, the Na'vi are the only native Sentient life yet discovered on the planet Pandora. Still somewhat under-developed, but at the same time their world is not one that they truly need to find major ways to adapt to. They are a tribal society, believing in the balance of nature.
Thats really about it, they still have a ways to go in development and it would be interesting to see how they would develop if given the right leadership.

The Sanghelli AKA. The Elites (Halo series)-
...Do i even need to explain this one? Really...*sigh*
Ok, for all of you who have been living under a rock for the past decade, this is how it goes: The Sanghelli are one of the higher ranking races of a galactic alliance of races known as "The Covenant". They are a warrior based culture, believing greatly in honor and are known to be the fear of most other humans who aren't super soldiers. After all, they wouldn't get the title "Elites" if they couldn't live up to there Name-sake, right? The most distinguishing aspect about them, is the energy sword: Which has become to Halo fans, what Lightsabers have to star wars fans.
In essence, they are a pretty good mix of decent technology and a powerful fighting force, plus they aren't stupid and aren't about to risk there races extinction on mystical mumbo jumbo.

The Turians (Mass Effect Series)-
Quite honestly, just play Mass Effect and read the directory if you want to know the nitty gritty of these guys. Any major explanation i give about them will not give them justice in the slightest, so i'll keep it brief so those small few who have yet to play Mass Effect can get to it. The Turians are one of three races who are at the head of the Galactic Council (Aka. They are one of the leaders of the entire known galaxy and all who live within it). Saying these guys are disciplined soldiers is an understatement, but its not all that they do as a culture. Wanna know more? Play Mass Effect!
In terms of Leadership, these guys are the best all-rounders. They havn't sold themselves short by focusing solely on combat, are relatively open minded (To a degree) and have some decent technology at there disposal.

Xenomorphs aka Aliens (The Aliens Franchise)-
The Ultimate Prey themselves, these things have etched themselves into the nightmares of most Sci Fi nerds since their Debut and forced many a person to constantly check under the bed at night.
Anyway, the Xenomorphs are a very animalistic race who operate as a hivemind (Meaning, one leader controls a whole nest of these buggers). They are fast, they are tough, and they can tear a man apart in three seconds flat if there not careful. Oh, and they NEVER travel alone..see one Xenomorph, and chances are there are atleast five more waiting around a corner. And thats the nice version, you Don't wanna know how they reproduce...lets just say it will involve people and a slow, agonizing death.
In terms of management, these guys are probably the most heavy duty in need of it out of all the other choices. They will most likely need a solid leader, and advancing them would be nigh impossible. However, they are a force to be reckoned with now..given some advancement, and solid leadership, they could be nigh on unbeatable.

The Protoss (Starcraft)-
Something of an Icon of the Real Time Strategy Market, the Protoss are arguably the most technologically advanced race in the Starcraft Universe currently introduced. Able to use advanced psionics, cybernetics and technology, they are a deadly foe to all that they meet on the battlefield. So, not only can they cut you up with laser swords, but they can read your mind to. Face it, chances are unless your prepared, a meeting with this lot isn't going to go down well.
Technologically, these guys are very much advanced and they can be seen as probably one of the most powerful in that respect. However, they are by no means the unbeatable race by a long shot, and there is still some things that can be done to make them better.

The Yautja aka Predators (Predator Films)-
The galaxies most renowned race of intergalactic hunters, living for great periods of time and divided into a series of clans like the Na'vi. Unlike the Na'vi, however, this lot not only have great combat prowess but also technology at there disposal. Their culture demands that they always hunt creatures who are the greatest threat, for the bigger the threat the greater the honor they gain. They seem to have a liking for killing humans, and are also a long time hunter of the Xenomorphs. However, they will not harm any civilians or ones they do not deem as worthy. Still, they are not to be under-estimated, as they are well known for being able to make even the most advanced and skilled of beings in the galaxy run.
As advanced as this lot is technologically, they still have a bit to expand upon in terms of culture. The society they have is based solely around hunting, honor and is somewhat simplistic in comparison to other races, even with their technology. Still, that doesn't make them any less a threat.

The Tau (Warhammer 40 000)-
While I'm Sure some of (Ok, MOST of) the warhammer fans out there will wish that i had picked a different choice of race..at least i didn't pick the imperial guards right?
AAAANNNYYWAY, the Tau is a unified species consisting of many different 'castes' eg. Fire, Water. The Castes determine a Tau's Social standing in society (Please note, I'm only including the Tau RACE here, none of the other races that have joined with there empire are available). However, the most interesting aspect that they have is in fact the belief of Tau'va. This belief replaces any religion, instead placing an emphasis upon working towards "The Greater Good", making them arguably the most moral of the 40 000 races. Their techonology is also rather impressive, and while not quite up to some of the other candidates on this list, are still nothing to be sneezed at.
In terms of Social Development, these guys are probably the most advanced of the beings on this list and would probably be the easiest to work with, provided you justified that you were working towards the greater good. Regardless, the technology is still impressive but needs some degree of work in some respects.

And last, but most definitely not least, we come to the big ones-
The Daleks (Doctor who)-
The most feared race in galactic history, and the single most hated beings in all of creation, are the Daleks. Genetic Mutations formed from the remains of the Kaled race, after a thousand years of civil war with the Thals, they are housed within mobile transport devices. Their creator, Davros, genetically engineered them: Every emotion deemed as weak, such as pity and Empathy, were removed and the "Greater" Emotions such as Anger and hate were left behind. They are killing machines, with the sole intent of destroying all non-Dalek life within the universe.
Social Development is definately out of the question with these guys, or atleast in dire need of HEAVY maintenance, but technologically they are not to be sneezed at. Basic Time Travel, levitation pads, decent ships and everyone of the race a deadly weapon, whoever gained these guys would have arguably the most powerful army in the universe if they had the right mind. That, and provided there were no meddling Timelords left.
