As for the sleeves, you have to remember (or read the books if you never did) that Sera has unbearably hot summers, just like how its winters are super cold and snowy. And how its rain can kill you. And how legions of flesh eating bats come out at night. And how you can't dig a hole more than a few feet deep without falling into the center of the earth, minecraft style.
Seriously, Sera sucks. Deathworld indeed.
Pretty much this. The game is set during the Seran summer, and by the gods, you do not want to be fighting Locust in full body power armor that is going to roast
you while you are attempting to fight for your lives/maneuver/etc. Henceforth, they stripped down the power armor's arm sections to just the very lightest of armor cover they could, to manage the heat. On the flipside, Seran winters have hail that is literally a downfall of
frozen razor blades. Yeah, the extremes of weather in the Gears of War universe are just plain uncomfortable, no matter what you do.
Also, Gears of War 3 is set 18 months after Gears of War 2. Everyone is hardly going to look the same as they did in Gears 2, Dom included. No less, Dom is still facing emotional and mental trauma over losing Maria that he mostly keeps obscure, and he seems to neglect some basic hygiene such as trimming his beard during such extremely warm temperatures. If you are referring to the tattoo on his arm as well, that has always been there. Just obscured by the armor covering his bicep in the first two games.
