On topic, I guess I would say I think Master Chief is cooler. Sure, the Arbiter is stoic and kicks ass. But Master Chief was always more badass to me. Probably his gravely voice.

Master Chief is a flat badass in the games, while the Arbiter, as said by Vrex, seems like the protagonist of a Greek tragedy. I vote the cool alien.
In the games, Master Chief just kind of followed what the fuck Cortana was telling him to. He did some pretty bad-ass things, but he had little independent spirit.
The Arbiter on the other hand, had previously shown leadership skills as the Commander of the covenant forces in the previous game, but we only know this because of a cutscene.
They where tools to advance the plot, so I would say that Cortana is more bad-ass than either of them simply because she had the brains, charisma, and leadership.
